Section 270. Purchasing practices and procedures

7 AAC 78.270. Purchasing practices and procedures

A grantee shall establish uniform purchasing practices and procedures for the procurement of goods and services. The practices and procedures must provide that

(1) for a purchase of nonexpendable personal property with a value of $5,000 or more, or for the award of a contract or subcontract with a value of $5,000 or more, the grantee will request, if feasible, at least three competitive price quotations from potential suppliers;

(2) the grantee will retain written records of price quotations in accordance with 7 AAC 78.250 and will include in the written records

(A) specifications;

(B) the suppliers' names and addresses; and

(C) the prices quoted; and

(3) if obtaining competitive price quotations is not feasible, the grantee will document and retain a written record justifying not following a competitive process.
