Section 10. Applicability, purpose, and waiver

3 AAC 47.010. Applicability, purpose, and waiver

(a) The provisions of this chapter apply to all public utilities and pipeline carriers operating in Alaska, as specified in this chapter.

(b) The purpose of 3 AAC 47.010 - 3 AAC 47.999 is to implement

(1) AS 42.05.254 and AS 42.06.286 by establishing a method to determine the regulatory cost charges for all regulated utilities and pipeline carriers operating in Alaska; and

(2) AS 42.05.254 by establishing a procedure to determine the actual cost of services provided by the commission to public utilities exempt from regulation under AS 42.05.711 .

(c) Unless otherwise mandated under AS 42.05 or AS 42.06, any requirement in 3 AAC 47.010 - 3 AAC 47.999 may be modified or waived, in whole or in part, by order of the commission upon application and a showing of good cause or on the commission's own motion in accordance with the provisions of 3 AAC 48.805.
