Section 990. Definitions

8 AAC 87.990. Definitions

In AS 23.15.620 - 23.15.660 and this chapter,

(1) "average annual wage" has the meaning given in AS 23.20.520 ;

(2) "board" means the Alaska Workforce Investment Board established in AS 23.15.550 ;

(3) "department" means the Department of Labor and Workforce Development;

(4) "discouraged workers" means residents of this state who are not working and are not actively seeking employment because the workers are in an area with chronic unemployment;

(5) "marginal" employment means that a person is employed for fewer than 30 hours a week and the person wishes to work 30 hours or more a week;

(6) "part-time" employment means employment of less than 37.5 hours per week;

(7) "program" means the STEP;

(8) "seasonal" employment means employment of less than nine months during a calendar year;

(9) "STEP" means the state training and employment program established under AS 23.15.620 - 23.15.660;

(10) "temporary" employment means employment of less than 180 days during the preceding 12 months;

(11) "underemployed" means

(A) employed in a job that requires less skill and training than a job for which the employee is trained and qualified; or

(B) working less than full time and in need of training and other assistance to obtain full-time employment;

(12) "Workforce Investment Act" or "WIA" means the federal program under 29 U.S.C. 2801 - 2945, administered by the department;

(13) "working day" means a day other than Saturday, Sunday, or a state holiday.
