3 AAC 47.045. Determination of regulatory cost charge for fiscal year 1995; single annual payment

(a) For the state fiscal year beginning July 1, 1994 only, if the commission by order under 3 AAC 47.030(e) directs that payment of the regulatory cost charge be made in a single annual payment, the commission will determine the amount of the regulatory cost charge to be paid by each regulated utility and pipeline carrier using a method described in (b) or (c) of this section.

(b) The commission will determine the regulatory cost charge for a regulated utility other than an electric utility, and for a pipeline carrier, by multiplying the regulatory cost charge rate computed under 3 AAC 47.040(a) by the estimated state fiscal year 1995 revenue of that regulated utility or pipeline carrier. As an estimate of the fiscal year 1995 revenue, the commission will use the annual adjusted gross regulated operating revenue in the preceding calendar or annual reporting year of that regulated utility or pipeline carrier.

(c) The commission will determine the regulatory cost charge for a regulated electric utility by multiplying the regulatory cost charge rate computed under 3 AAC 47.040(b) by the estimated state fiscal year 1995 kilowatt-hour sales of that electric utility. To determine that estimate, the commission will

(1) ascertain the kilowatt-hour sales of that electric utility in the preceding calendar or annual reporting year; and

(2) reduce the kilowatt-hour sales ascertained under (1) of this subsection by subtracting from that amount the wholesale kilowatt-hour sales of that electric utility for the same period of time.
