3 AAC 03.930. Communication between members

The following procedures must be used for communications between members that involve credit union matters:

(1) a member interested in communicating with other members must submit to the department the text of the communication and notify the credit union that a submission has been made;

(2) within 10 days after receipt of the notification from a member, the credit union must furnish to the requesting member and the department a statement of the approximate number of members and an estimate of the cost of preparing and forwarding the communication to the members;

(3) if the department issues a certificate of approval, the department will immediately notify the credit union and the requesting member of the issuance or, if the certificate will not be issued, notify the requesting member of the credit union of the reasons for the denial; and

(4) upon notification that the certificate was issued and receipt of payment for the estimated preparation and mailing expenses, the credit union must, within 15 days, unless a longer period is approved in writing by the department, prepare the communication and mail it to the members.
