Proposals, modifications, and corrections shall have the date and time of receipt noted on the envelope upon receipt, and shall be held in a secure place. After the date set for receipt of proposals, a register of proposals must be prepared. The register must include the name of each offeror and a description of the supply, service, or construction item offered.
