20 AAC 05.695. Point system for the Southeastern Tanner crab pot fishery

(a) Past Participation Points. A maximum of 30 points will be awarded to an applicant for past participation in the Tanner crab pot fishery.

(1) Skipper participation points.

(A) Skipper participation points may be claimed for the 80-81 season through the 82-83 season, as shown on the following schedule:

(B) Only an applicant entitled to some past participation points under (A) of this paragraph may claim points from the following schedule:

(2) Crewmember participation points. A maximum of 10 crewmember participation points may be claimed.

(A) Crewmember participation points may be claimed for the 80-81 season - the 82-83 season as shown in the following schedule:

(B) Only an applicant entitled to some past participation points under (A) of this paragraph or under (1) (A) of this subsection may claim points from the following schedule:

(b) Consistent Participation. A maximum of 35 points will be awarded to an applicant for consistent participation as a skipper in the Tanner crab pot fishery. For each landing period claimed under (1) or (2) of this subsection, the applicant must have had at least one day in that period with landings, as a skipper, for which Tanner crab represented at least 10 percent of the crab poundage delivered from the vessel that day. An applicant may claim points for consistent participation during a season for which the applicant meets the following specified standards:

(1) 80-81 - 82-83 seasons. Points for consistent participation as a skipper may be claimed for the 80-81 season through the 82-83 season as shown in the following schedule:

(2) Seasons before 80-81. Only an applicant entitled to some past participation points under (a)(1)(A) of this section may claim points for consistent participation as a skipper from the following schedule:

(c) Economic Dependence. A maximum of 35 points will be awarded an applicant for economic dependence in the Tanner crab pot fishery. Economic dependence points will be awarded only to applicants with a sum of annual catch values for the years 1980 - 1982 totaling at least $500. Economic dependence points will be computed as follows:

(1) Relative income dependence. A skipper may claim a maximum of 20 points for relative income dependence upon the fishery according to the steps set out in (A) - (C) of this paragraph and the following point schedule:

(A) For each of the years 1980 - 1982, take separately the applicant's annual catch value and the applicant's annual earnings from occupational income, as defined in 20 AAC 05.697; multiply each figure for each year by the following specified multiplier for that year:

1980 = .17

1981 = .33

1982 = .50

(B) Add the three resulting figures for the weighted annual catch value to determine the weighted average catch value. Separately add the figures for the weighted annual occupational income to determine the weighted average occupational income.

(C) Divide the weighted average catch value by the sum of the weighted average catch value plus the weighted average occupational income, and multiply the quotient by 100 for the single income dependence percentage.

(2) 7 points may be claimed for investment as of January 1, 1984, in a vessel that the applicant used or intended to use in the Tanner crab pot fishery.

(3) 8 points may be claimed for ownership, as of January 1, 1984, of 25 or more geared crab pots that the applicant used or intended to use in the Tanner crab pot fishery.
