18 AAC 66.005. Purpose, applicability, and eligibility

(a) This chapter establishes a state waste reduction and recycling awards program and applies to awards made by the department, in consultation with the Department of Education and Early Development, under AS 46.11.070 .

(b) Subject to the requirements of this chapter and the availability of appropriations, the department will, in its discretion, grant an award to a public school chosen under this chapter to recognize the efforts of the public school and its students to reduce and recycle waste generated in the public school's administrative offices, classrooms, laboratories, cafeterias, and maintenance operations, including

(1) innovative programs to conserve paper and paper products;

(2) student and community education programs to help the public school promote waste reduction and recycling;

(3) reducing industrial waste in the public school's shops and vocational education programs;

(4) affirmative procurement programs to encourage the purchase of recycled products;

(5) activities designed to eliminate waste, such as developing and implementing waste reduction and recycling facility plans, modifying equipment, using nontoxic raw materials such as water-based instead of oil-based paint;

(6) media programs to inform, train, and educate about waste reduction and recycling;

(7) programs designed to reduce energy consumption;

(8) innovative curricula on waste reduction and recycling;

(9) incentive programs to encourage students and faculty to reduce waste;

(10) programs that demonstrate waste reduction and recycling practices; and

(11) integration of waste reduction and recycling concepts into science, art, music, and creative writing classes.
