12 AAC 56.028. Regional requirements for deputy marine pilot license

(a) Southeastern Alaska Region - An applicant for a deputy marine pilot license in the Southeastern Alaska Region must possess a valid United States Coast Guard license with an endorsement of first class pilotage without tonnage restrictions for the entire region, except Yakutat, Klawock, Nichols Passage, the Port of Metlakatla, and the Port of Hollis, and shall meet the following training requirements:

(1) completion of supervised movements performed on vessels subject to AS 08.62 or other vessels of at least 1,600 gross tons as follows:

(A) Ketchikan -

(i) eight dockings and eight undockings at cruise ship piers;

(ii) repealed 5/29/96;

(B) Skagway - eight dockings and eight undockings;

(C) Juneau Harbor - eight dockings and eight undockings; three of the undockings must be performed at night;

(D) repealed 7/15/95;

(E) in addition to the other dockings and undockings required by (A) - (C), (F), and (G) of this paragraph, 10 dockings and 10 undockings performed at any combination of the following ports, except that no more than four dockings and four undockings may be performed at any one port; not more than three dockings and three undockings at the following ports that were performed in a board approved simulator may be substituted for dockings and undockings at the physical site:

(i) Wrangell City Dock;

(ii) Klawock;

(iii) Metlakatla;

(iv) Haines, Portage Cove;

(v) Sitka Inner Harbor;

(vi) Hawk Inlet;

(vii) Petersburg;

(viii) Hobart Bay;

(ix) Ketchikan, non-cruise ship piers;

(x) Haines, Lutak Inlet;

(xi) Sitka Sawmill Cove;

(xii) Shoemaker Bay;

(xiii) Calder Inlet;

(xiv) Skagway Ore Dock;

(xv) any new or reactivated port;

(F) four moorings and four unmoorings at any active port in the Southeastern Alaska Region; not more than three moorings and three unmoorings at a port described in this subparagraph that were performed in a board approved simulator may be substituted for moorings or unmoorings at the physical site;

(G) eight anchorings with at least one at each of the following ports:

(i) Ketchikan Harbor;

(ii) Juneau Harbor;

(iii) Sitka Eastern Harbor;

(2) of the movements required in (1) of this subsection,

(A) no more than 25 percent may be made on vessels not subject to AS 08.62;

(B) no more than 40 percent may be made under the supervision of the same training pilot;

(C) at least 15 percent must be performed within the period beginning October 1 and ending April 1;

(D) at least 15 percent must be performed with tug assistance;

(3) deputy marine pilot observer trips on vessels of at least 1,600 gross tons as follows:

(A) Tracy Arm/Endicott Arm - two round trips in any combination;

(B) Misty Fjords - two round trips;

(C) repealed 10/24/2002;

(D) repealed 10/24/2002;

(4) supervised transits at the conn, as follows:

(A) 20 supervised transits at the conn through the following waterways with no more than two transits in any one waterway:

(i) Saginaw Channel;

(ii) Favorite Channel;

(iii) Decision Passage;

(iv) North Inian Passage;

(v) Snow Passage;

(vi) Revillagigedo Channel;

(vii) Tongass Narrows;

(viii) Disenchantment Bay;

(ix) Glacier Bay, including from Young Island to Willoughby Island, Tarr Inlet and John Hopkins Inlet to Jaw Point;

(x) Tracy Arm;

(xi) Sitka from sea;

(xii) Gastineau Channel;

(B) nine supervised transits at the conn through Snow Passage, consisting of six transits southbound and three northbound on vessels over 40,000 gross tons;

(5) successful completion of a bridge resource management course of at least 16 hours that meets the requirements established by the American Pilot's Association or the United States Coast Guard, as determined by the board, and either a

(A) bridge simulator course that is region specific or emphasizes a pilot's proficiency; or

(B) manned model course;

(6) additional requirements for port-specific training by simulator, as follows:

(A) supervision by a licensed marine pilot for Southeastern Alaska Region with a training pilot endorsement if the training is being used to fulfill a requirement of this subsection;

(B) performed in real time from port entry to berth;

(C) performed in a board-approved simulator;

(D) performed on a model of each port for which the maneuver is required;

(E) evaluated in accordance with 12 AAC 56.026(f) on a form provided by the board;

(b) Southcentral Alaska Region - An applicant for a deputy marine pilot license in the Southcentral Alaska Region must possess a valid United States Coast Guard license with an endorsement of first class pilotage without tonnage restrictions for the Kodiak Island Group ports of Kodiak/St. Paul Harbor and Womens Bay, and the entire Southcentral Alaska Region outside of the Kodiak Island Group, except Icy Bay. The applicant shall meet the following training requirements:

(1) 50 supervised dockings and 50 supervised undockings in ports throughout the region, including:

(A) Kodiak Island Group and Prince William Sound - 15 dockings or moorings and 15 undockings or unmoorings, including

(i) repealed 8/9/97;

(ii) one docking or mooring and one undocking or unmooring performed within the period beginning October 1 and ending April 1;

(iii) two dockings or moorings and two undockings or unmoorings, including transit to the pilot station, performed at night; and

(iv) repealed 1/23/99;

(v) three dockings or moorings and three undockings or unmoorings in Prince William Sound;

(B) Seward/Resurrection Bay - six dockings and six undockings under the supervision of at least two different training pilots, including

(i) two dockings and two undockings performed within the period beginning October 1 and ending April 1;

(ii) two dockings and two undockings performed at night; and

(iii) two dockings and two undockings performed on vessels in excess of 10,000 gross tons;

(C) repealed 10/18/2001;

(D) Nikiski - 12 dockings and 12 undockings under the supervision of at least three different training pilots, including

(i) four dockings and four undockings performed within the period beginning October 1 and ending April 1;

(ii) four dockings and four undockings performed under ice conditions; and

(iii) four dockings performed while dredging an anchor;

(E) Anchorage - three dockings and three undockings under the supervision of at least two different training pilots, including

(i) two dockings and two undockings performed under ice conditions;

(ii) two dockings and two undockings performed on vessels in excess of 10,000 gross tons; and

(iii) two dockings and two undockings performed with tug assistance;

(F) repealed 8/9/97;

(2) pilot observer trips in accordance with 12 AAC 56.068 and supervised transits for the following areas:

(A) College Fjord -

(i) four round trips as a pilot observer under the supervision of at least two different training pilots on cruise ships over 10,000 gross tons; and

(ii) four transits at the conn under the supervision of at least two different training pilots;

(B) western entrances -

(i) four round trips as a pilot observer under the supervision of at least two different training pilots on cruise ships over 10,000 gross tons, including four round trips as a pilot observer through Knight Island Passage; and

(ii) two round trips as a pilot observer through Erlington Passage on vessels over 1,600 gross tons; the round trips may be made on enrolled or registered vessels; and

(C) approach via Cape Hinchinbrook - four round trips as a pilot observer;

(3) repealed 10/24/2002; and

(4) successful completion of

(A) a bridge resource management course of at least 16 hours that meets the requirements established by the American Pilot's Association, as determined by the board; and

(B) either

(i) a bridge simulator course that is region specific or emphasizes a pilot's proficiency; or

(ii) a manned model course.

(c) Western Alaska Region - An applicant for a deputy marine pilot license in the Western Alaska Region must possess a valid United States Coast Guard license with an endorsement of first class pilotage without tonnage restrictions for the region. An omission of one or more of the required ports on the applicant's federal license will be accepted by the board only upon a showing of good cause. An applicant shall meet the following training requirements:

(1) completion of a minimum of nine months of training;

(2) performance of supervised dockings, undockings, and transits as follows:

(A) Dutch Harbor/Captains Bay - required transits and a total of 25 dockings and 25 undockings as follows:

(i) 10 of the dockings and 10 of the undockings must be performed within the period beginning October 1 and ending April 1; 10 of the dockings and 10 of the undockings must be performed at night; no more than 40 percent of the dockings and 40 percent of the undockings may be made under the supervision of the same training pilot;

(ii) a minimum of three dockings and three undockings performed in Iliuliuk harbor, including one transit and docking at night and one undocking and transit at night; the trainee must have the conn of the vessel through East Channel for all transits;

(iii) one transit in each direction west of Hog Island;

(iv) a minimum of two dockings and two undockings at any of the Offshore Systems Inc. docks;

(v) a minimum of 10 dockings and 10 undockings in Dutch Harbor.

(B) repealed 10/18/2001;

(C) repealed 10/18/2001;

(D) Akutan, King Cove, Sand Point, and Chignik -

(i) nine dockings and nine undockings among the ports of King Cove, Sand Point, and Chignik; no more than four of the dockings and undockings may be supervised by the same training pilot; and

(ii) three dockings and three undockings in the port of Akutan;

(E) Cold Bay - one round trip transit between the pilot station and Cold Bay;

(F) Naknek and Togiak - three dockings and three undockings at Naknek and two round trip transits between the pilot station and Togiak;

(G) Port Moller - two round trip transits between the pilot station and Port Moller;

(3) successful completion of a bridge resource management course of at least 16 hours that meets the requirements established by the American Pilot's Association, as determined by the board.

(d) Repealed 12/1/2002.

(e) Due to fluctuating marine traffic patterns, a training requirement specified in this section may be unobtainable from time to time. A trainee who has otherwise completed all of the training requirements specified in this section may request the marine pilot coordinator to review the availability of vessel traffic to meet specific training requirements that the trainee believes are unobtainable. The request for review must be in writing and accompanied by documentation that demonstrates the completion of all other training requirements. The marine pilot coordinator shall forward the results of the review to the board. The board will, in its discretion, grant a waiver of the training according to the provisions of this section.

(f) Upon receipt of a request to review a particular training requirement, the marine pilot coordinator will review the vessel traffic of the area in question to determine whether during the preceding 12 months, the vessel traffic fell below the total number of movements necessary to meet that requirement.

(g) If the request for review concerns a training requirement specified in this section that is comprised of a list of alternatives from which a composite training requirement must be met, the marine pilot coordinator will review the vessel traffic in all the alternatives involved to determine whether during the preceding 12 months the vessel traffic among those alternatives fell below the total number of movements required for that training.

(h) If the board determines that during the preceding 12 months, insufficient vessel traffic existed for the completion of the training requirement, the specific requirement in this section is waived and the trainee shall make up the waived requirement by performing the same number and type of required maneuvers at another location in the applicable region. The location of the substituted maneuvers must be one already identified in this section for the same type of training.

(i) If a requirement for which vessel traffic has been determined to be inadequate subsequently becomes viable, the board shall inform any trainees affected, that all remaining maneuvers for that requirement, not already substituted, must be completed in the area specified by regulation.
