Editor's note: 5 AAC 58.016 was repealed by emergency regulation effective April 30, 1991. On May 30, 1991 the Superior Court found the repeal invalid as an emergency regulation. Therefore, the repeal was not published in Register 118 (July 1991). The repeal subsequently was filed as a "regular" regulation.
