During a fiscal year, if amounts requested in public library construction grant applications approved by the director under 4 AAC 57.270 exceed amounts appropriated for payment of public library construction grants, the director will award grants based on the following standards:
(1) the director will rank projects, giving priority to proposed projects that the director evaluates as having the highest beneficial impact on the provision of library services to the public; and
(2) among projects that are ranked relatively equally under (1) of this section, the director will give preference to an applicant that has not previously received a public library construction grant.
