Section 70. Final proposals

3 AAC 233.070. Final proposals

(a) A final proposal is subject to impartial and competitive peer review by a panel of experts.

(b) At least two members of the peer review panel shall review a final proposal. However, if an insufficient number of members are available due to conflicts of interest, a single member may review the final proposal.

(c) The identity of the members of the peer review panel is confidential until board takes action on a proposal. The foundation will not match evaluation scores or comments on a proposal with a peer review panel member's name.

(d) To be a member of the peer review panel an individual must, before serving on the panel, sign a conflict-of-interest and confidentiality statement on a form provided by the foundation in which the individual

(1) discloses whether the individual has a financial interest or personal interest, as defined in AS 39.52.960 , in a particular proposal under review; and

(2) agrees not to

(A) divulge the contents of a proposal under review; or

(B) use, in any way, information in a proposal under review, unless that information is already in the public domain.
