(a) Each fiscal year, the department will submit the lists of proposed municipal capital projects and supporting information to the office of management and budget for inclusion in the capital budget presented by the governor to the legislature under AS 37.07.060 .
(b) To qualify for inclusion in the governor's proposed capital budget under (a) of this section, a municipality proposing the capital project must
(1) be eligible under AS 37.06 for a grant allocation;
(2) propose a capital project that meets the definition of "capital project" set out in AS 37.06.090 ;
(3) document the amount and source of local share that meets the requirements of AS 37.06.030 ; and
(4) provide a copy of the resolution required under 3 AAC 154.054(b) .
