Chapter 143 . Small Municipality Energy Assistance Program
Section 60. Review of applications

3 AAC 143.060. Review of applications

(a) The department will review each application for a project that is determined to be eligible for a grant, to determine whether the amount requested for the project is appropriate and reasonably necessary for the project. The department will deduct from the amount requested any amount that is not appropriate or reasonably necessary for that purpose.

(b) If, after making necessary adjustments to grant requests under (a) of this section, the department determines that the total adjusted amount requested for all eligible projects by all eligible applicants during a cycle is equal to or less than the amount available for that cycle, grants will be awarded for all eligible projects.

(c) If, after making the necessary adjustments to grant requests under (a) of this section, the department determines that the total adjusted amount requested for all eligible projects during a cycle is greater than the amount available for that cycle, the department will award grants in accordance with the priorities established under 3 AAC 143.030(b) and (c).

(d) Each grantee must sign a grant agreement on a form prepared by the department. The form will be prepared with the advice and approval of the attorney general. The grant agreement must contain a promise by the grantee to repay the state any amounts recovered from other persons for a purpose funded by a grant made under this chapter.
