The population of the proposed borough after annexation must be sufficiently large and stable to support the resulting borough. In this regard, the commission may consider relevant factors, including
(1) total census enumerations;
(2) durations of residency;
(3) historical population patterns;
(4) seasonal population changes; and
(5) age distributions.
