In addition to the annual report required by AS 42.05.451 (b), a telephone utility shall file annually with this commission a listing of its projected capital improvements projects that exceed $15,000, arranged by major plant categories, for the current year and the ensuing two years. This filing must include a technical planning statement giving the reasoning underlying the construction program and a demand and facility chart for each central office entity or toll switching facility. The commission will prescribe the form or the format of the report. It is understood that changes after filing may be necessary as economic conditions, experience, and further study dictate.
