Rule 21. Conduct of Proceedings.
(a) Proceedings on the Record and in Open Court. So far as practicable, all judicial business involving the trial of causes and conferences with members of the Bar or litigants shall be on the record and transacted in open court.
(b) Judicial Robes. All justices of the supreme court, all judges of the court of appeals, all judges of the superior court, all district court judges, and all magistrates, while presiding in a public session of court, shall wear a suitable black judicial robe.
