(a) Each facility must provide security consistent with the needs of the individual prisoner, the general population of the facility, and the community at large.
(b) Security is the responsibility of every facility staff member regardless of job description or classification. All staff members may be required to report to duty at any time and may be assigned to security duty in any type of emergency situation.
