20 AAC 30.045. Review and decision

(a) An application for an operating support grant is subject to the following review and decision process:

(1) council staff shall

(A) review application materials for completeness and budget accuracy;

(B) repealed 9/7/2002; and

(C) forward to the appropriate advisory panel or to the council the grant application;

(2) the advisory panel to which the grant application was forwarded shall review and evaluate the application and submit a recommendation to the council;

(3) the council will

(A) review the advisory panel recommendation; and

(B) make a final decision about the application; and

(4) council staff shall notify the applicant by mail of the council's decision; if the council does not award a grant to an applicant, the council will set out its reasons for the denial in writing to the applicant; however, the council need not state its reason for the denial or reduction if the council's action is based on an insufficient appropriation to the council.

(b) For biennial grants, the council staff shall review a completed interim request for completeness and budget accuracy. The council will announce the amount of the second year award at a regularly scheduled meeting of the council. If the grantee is not in compliance with the terms of the grant award letter, the council may withhold or revise the second year grant award.
