Section 50. Processing of applications

18 AAC 71.050. Processing of applications

(a) Availability of grant money will be announced in legal and display advertisements in Alaska newspapers of general circulation selected by the department. A mailing list will be kept of all persons who ask to be on a mailing list. Persons on that list will be given reasonable notice of grant availability.

(b) A person applying for a grant, or a previous applicant who wishes to update or revise an application already on file, shall submit the information required under 18 AAC 71.030 and 18 AAC 71.070 by February 15, 1985 to the water quality management section, Alaska Department of Environmental Conservation, 3220 Hospital Drive, P.O. Box O, Juneau, Alaska 99811, Attn: Mining Grants Program.

(c) Within seven working days after receipt of an application, the department will review it for completeness and will mail the applicant a certified letter stating that the application is sufficient for review or that more information is needed.

(d) Upon finding that an application is sufficient for review, the department will send copies of it to the committee for its review and recommendations.

(e) Within 30 days after closure of the application period, the committee will evaluate all applications that it finds complete and make a recommendation to the commissioner.

(f) If, upon its initial review of an application, the committee finds it incomplete, the committee may request more information from the applicant. Within 20 days after timely receipt of all requested additional information, and no later than 60 days after the application period ends, the committee will evaluate those applications for which more information was requested and received.

(g) Within seven working days after receipt and review of the committee's recommendation, the commissioner will approve or deny the application. If the application is approved, the commissioner will notify the applicant of the terms and conditions, including a schedule for payment, and will make an offer of the grant. If the application is denied, the commissioner will notify the applicant, stating reasons for denial.

(h) In his or her discretion, the commissioner will withdraw any grant offer that is not accepted by the applicant within 30 days.

(i) If a grantee fails to accept a grant offer, the commissioner will, in his or her discretion, award grant money to another eligible applicant after considering the ratings applied by the committee.
