18 AAC 69.090. Persons conducting sampling and analytical testing

(a) An owner or operator shall ensure that the sampling required under AS 46.03.465 is conducted by a qualified, approved person. The owner or operator must submit information describing the qualifications of the proposed person to be approved no later than 21 days before sampling required under AS 46.03.465 is to occur. In determining whether a person is qualified to conduct sampling, the department will consider whether the person

(1) has been trained in sampling methodology, sample handling, chain of custody, field measurements, and quality assurance procedures; and

(2) is familiar with the requirements of the plan of sampling techniques and analytical testing methods and the vessel specific sampling plan for the vessel being sampled.

(b) An owner or operator shall ensure that the testing required under AS 46.03.465 is conducted by an approved laboratory.
