18 AAC 65.020. Costs and expenditures

(a) A grant may not be used to pay for a cost of the project which was incurred before the grant was awarded or for a cost associated with land right-of-way acquisitions, interest, financing, and preparation of grant applications and comprehensive plans.

(b) The following costs are eligible costs for which a grantee may expend money received from a grant:

(1) personnel, construction, contractual, and administrative costs of a project

(A) which are incurred as a direct result of litter reduction projects or the initiation of resource recovery projects; or

(B) for the operation of resource recovery projects, which are demonstrated by the grantee to be necessary to establish a self-supporting operation; and

(2) the cost of supplies and equipment incurred as a direct result of litter reduction and resource recovery projects are grant-eligible; the department will determine the size and type of eligible equipment upon consideration of the factors listed in 18 AAC 65.025.

(c) Subject to the availability of funds and the requirements and limitations of this chapter, the department will, in its discretion, make grant awards for up to 100 percent of eligible costs not funded by other sources of funds.
