Section 31. Regional requirements for marine pilot license

12 AAC 56.031. Regional requirements for marine pilot license

(a) Southeastern Alaska Region - to comply with 12 AAC 56.029(6) , an applicant for a marine pilot license in the Southeastern Alaska Region must complete the following regional experience requirements:

(1) supervised dockings and supervised undockings as follows:

(A) 10 supervised dockings and 10 supervised undockings on vessels of 60,000 gross tons or greater while holding a less than 80,000 gross ton deputy marine pilot license endorsement; no more than 40 percent of the dockings and undockings may be performed under the supervision of the same training pilot;

(B) an applicant applying before January 1, 2004 may complete 20 supervised dockings and 20 supervised undockings on vessels of 40,000 gross tons or greater while holding a 40,000 gross ton deputy marine pilot license endorsement; no more than 40 percent of the dockings and undockings may be performed under the supervision of the same training pilot;

(2) pilot observer trips in accordance with 12 AAC 56.068 on vessels equipped with working radar, fathometer, and compass for the following areas:

(A) Warren Channel;

(B) Boca de Finas;

(C) San Christoval Channel;

(D) Tlevak Narrows;

(E) the port of Hydaburg;

(F) Klawock;

(G) the port of Hollis;

(H) the port of Metlakatla;

(I) Nichols Passage.

(b) Southcentral Alaska Region - to comply with 12 AAC 56.029(6) , an applicant for a marine pilot license in the Southcentral Alaska Region must complete the following regional experience requirements:

(1) Kodiak/Kazakov Bay - two round trips;

(2) Cook Inlet -

(A) 10 dockings and 10 undockings on vessels over 25,000 gross tons;

(B) three dockings and three undockings under ice conditions;

(C) dockings or undockings performed at the ports of Homer, Seldovia, and Port Graham do not satisfy the requirements for Cook Inlet experience under this paragraph;

(3) Seward - two dockings and two undockings at the coal pier on vessels over 35,000 gross tons;

(4) Valdez Trans-Alaska Pipeline System Trade - satisfy the requirements for Cook Inlet in (2) of this subsection and complete a total of 20 supervised dockings and 20 supervised undockings at the available operational berths at the Alyeska Terminal; the dockings and undockings at the Alyeska Terminal must

(A) include four dockings and four undockings at night; and

(B) include documentation that at least half of the dockings and undockings were performed within the period beginning October 1 and ending April 1.

(c) Western Alaska Region - to comply with 12 AAC 56.029(6) an applicant for a marine pilot license in the Western Alaska Region must complete the following regional experience requirements:

(1) 200 vessel movements in ports throughout the region, 100 of which must be either dockings or undockings;

(2) a simulator course approved by the board for at least one of the container ship docks in Dutch Harbor.
