Section 900. Definitions

9 AAC 23.900. Definitions

In this chapter, unless the context requires otherwise,

(1) "authorized third party" has the meaning given in AS 23.50.099 ;

(2) "fee-related term" means a term that relates to the fees charged, collected, reimbursed, or billed by a physician or health benefit plan; "fee-related term" includes a term or condition with a direct or indirect impact on a fee-related term;

(3) "geographic service area" has the meaning given in AS 23.50.020 (o);

(4) "health benefit plan" has the meaning given in AS 23.50.099 ;

(5) "independent practice association" or "IPA" means a group or association of physicians, including one or more participating physicians, who

(A) are clinically integrated;

(B) share substantial financial risk; or

(C) are formed for the purpose of enhancing the quality and access of health care services;

(6) "negotiation group" means a group of participating physicians that under AS 23.50 and this chapter is seeking, has sought, or has obtained the approval of the attorney general to engage in communications with competitors or to engage in collective negotiations with a health benefit plan;

(7) "participating physician" means a physician who is a member of a negotiation group;

(8) "physician" means an individual licensed under AS 08.64;

(9) "provider" has the meaning given in AS 21.36.090 (d).
