Section 25. Evaluation of programs

7 AAC 33.025. Evaluation of programs

(a) Each program shall submit in its protocol a plan for evaluating the effectiveness of the program which states realistic and clearly defined objectives. The evaluation methodology to be employed shall be outlined in detail.

(b) Each program may utilize patients to serve as their own controls and to determine effectiveness of treatment. Each program shall measure success by comparing before and after treatment changes in, but not limited to, the following variables: adherence to program rules; narcotic use; other drug use, including alcohol, sedatives and amphetamines; employment status; and criminal activity.

(c) The program shall report to the department, if known to the program, the death of any patient undergoing treatment in the program, or the death of any former patient of the program. This report shall be made within five days after the program learns of the death. A copy of any reports of patient deaths, required to be submitted to the F.D.A., shall be submitted to the department.

(d) The department may revoke the approval of any detoxification or maintenance treatment program which fails to demonstrate to the department that it is providing effective treatment under the approved plan for effective care. The department will provide reliable and verifiable documentation of that failure. The program will be given 30 days to provide proof, and if this is not forthcoming an additional 10 days will be granted to close out administration of the program.
