Section 415. Personnel and clinical staff

7 AAC 12.415. Personnel and clinical staff

(a) Sufficient, qualified personnel and clinical staff must be available for delivery of services needed by clients and for safe maintenance and operation of the birth center.

(b) A physician certified by the American Board of Obstetrics and Gynecology or a physician who is otherwise qualified, is authorized by training and is an experienced, competent practitioner in obstetrics and gynecology must be immediately available to the birth center through direct communication, such as by radio, telephone, or telecommunications.

(c) A written plan of collaboration between the nurse midwife and the collaborating physician must include an emergency service plan for provision of care in a life-threatening situation, and detailed instructions for birth center staff for circumstances in which no physician can be reached. The agreement must be on file at the birth center.

(d) The nurse midwifery services must include antepartum, intrapartum, and postpartum care.

(e) A physician or nurse midwife must be present at each birth. A second person, who is an employee or member of the clinical staff and who has resuscitation skills, must be immediately available during each birth.
