Beginning at the intersection of the Northwest Arctic Borough boundary and Noatak National Preserve boundary; then southeasterly and southwesterly along the Noatak National Preserve boundary to its intersection with Noatak River; then southwesterly along the northern shoreline of Noatak River to the mouth of Pingaluruk Creek; then northeasterly and northwesterly along the thread of Pingaluruk Creek to its headwaters; then southwesterly along a non-visible point-to-point line to the intersection with Kikmiksot Mountain and the Cape Krusenstern National Monument boundary; then southerly along the Cape Krusenstern National Monument boundary to its intersection with Winter Trail; then southwesterly along the centerline of Winter Trail to its intersection with the mouth of Kilikmak Creek; then westerly along a non-visible point-to-point line extending to the Northwest Arctic Borough boundary; then northwesterly and northeasterly along the Northwest Arctic Borough boundary to the point of beginning including all that area within the boundaries of the City of Kivalina and the area within the Red Dog Port site.
