Beginning at the intersection of Horse Tail Creek and Mineral Creek; then southeasterly along a non-visible point-to-point line to the headwaters of Crooked Creek; then southwesterly along the thread of Crooked Creek to its intersection with Port Valdez; then southeasterly along a non-visible point-to-point line to the Valdez Dock; then easterly and southerly along the Valdez Dock to a non-visible point; then westerly along a non-visible point-to-point line to the south harbor peninsula; then southwesterly along the shoreline of Port Valdez to a non-visible point; then northwesterly along a non-visible point-to-point line to the non-visible extended centerline of Hazelet Avenue; then northerly along the centerline of Hazelet Avenue to its intersection with Hanagita Street; then westerly along the centerline of Hanagita Street to its intersection with Mineral Creek Drive; then northerly along the centerline of Mineral Creek Drive to its intersection with Mineral Creek Road; then northerly along the centerline of Mineral Creek Road to its intersection with Mineral Creek; then northwesterly along the thread of Mineral Creek to the point of beginning.
