Beginning at the northwest corner of the City and Borough of Sitka boundary in Cross Sound; then northerly along a non-visible point-to-point line extending to the median of Cross Sound, including Yakobi Island; then northeast along the median of Cross Sound to the northwestern shore of the Inian Islands; then easterly along the northern shorelines of the Inian Islands to their eastern point; then southerly along a non-visible point-to-point line extending to the western shore of the mouth of Idaho Inlet; then southerly along the western shoreline of Idaho Inlet to the mouth of Trail River; then southeasterly along the thread of Trail River to its the headwaters; then southeasterly along a non-visible point-to-point line extending to the City and Borough of Sitka boundary at the head of Tenakee Inlet; then southwesterly along the City and Borough of Sitka boundary to the point of beginning, including all that area within the boundaries of the City of Pelican and the area within the community of Elfin Cove.
