Editor's note: 5 AAC 01.565 (a) and (b) were repealed by emergency regulation effective May 22, 1991. On May 30, 1991 the Superior Court found the repeals invalid as an emergency regulation. Therefore, the repeals were not published in Register 118 (July 1991). The repeals subsequently were filed as "regular" regulations.
