A grantee may subcontract with an organization or individual within the grantee's geographic area for the performance of the grantee's administrative duties under the grant if the grantee
(1) complies with its established procurement procedures;
(2) obtains the written approval of the department before entering into the subcontract;
(3) ensures that a copy of the executed subcontract is provided to the department within 30 days after its execution; and
(4) assumes full responsibility for all actions of the subcontractor performed under the subcontract.
